About NCSL
The **MEMBERS ONLY**SIGN UP NOW***. (NCSL) is the nation’s preeminent bipartisan membership organization for state legislators, legislative staff and other intergovernmental groups in the 50 states, commonwealths and territories and has been since 1975. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. Our mission is to improve the quality and effectiveness of state legislatures; promote policy innovation and communication among state legislatures; and ensure state legislatures a strong, cohesive voice in the federal system. While NCSL is bipartisan in nature, all NCSL staff work is strictly nonpartisan.
General Description
NCSL internships provide students an opportunity to gain workplace skills while learning about a variety of public policy areas that impact legislatures and other intergovernmental groups. NCSL’s Washington, D.C., office is looking for interns who have an interest in public policy. Internships at NCSL challenge students to enhance their business skills, critical thinking abilities and communication skills. NCSL’s D.C. office is interested in interns who have overall interest in federal policy and basic knowledge of how legislation is passed, and regulations are developed. An intern in the D.C. office would work with members of NCSL’s State-Federal Affairs Division on issues including natural resources and infrastructure; health and human services; criminal justice; immigration; labor and economic development; education; and communications, financial services and interstate commerce to name a few.
Interns must demonstrate willingness to learn about the federal and state legislative aspects of these topics, the impact of federal actions on states, and a flexibility to work on some or all of the topics listed above.
This opportunity requires a person who is able to juggle multiple tasks and topics efficiently. It also requires the ability to work both independently and as part of a team across projects and program areas within NCSL, as well as excellent written and oral communication skills to interact with a wide variety of audiences.
Special Projects and Tasks
Interns will be responsible for working on a variety of tasks across several different programs.
Tasks could include:
Monitoring federal legislation, attending congressional hearings and researching policy issues.
Assisting in preparing written reports and announcements on congressional and federal regulatory activity.
Assisting with event planning and implementation, including but not limited to online meetings and webinar preparations.
Performing administrative duties and providing general support for staff with NCSL’s State-Federal Affairs Division.
Other duties as assigned.
Learning Outcomes
NCSL internships are designed for mutual benefit: Students get hands-on legislative/policy experience, including extensive research and writing opportunities, while NCSL is positioned to continue offering the highest-quality research and analysis to its members quickly and efficiently. Interns are mentored by leading program staff in carrying out their specific tasks and are provided resources and guidance throughout their partnership with NCSL.
Intern will gain:
An understanding of how state legislatures and the federal government work.
An understanding of where state and federal partners intersect in assigned policy areas.
A deeper knowledge of how NCSL works and the services it provides to legislatures.
A basic understanding of how the federal government funds state programs.
An ability to speak professionally on policies and the state-federal intersection with those policies.
Work Environment
This position is mostly performed in an office environment, on- or off-site, with prolonged periods of sitting at a desk and working on a computer. Team members utilize standard office equipment such as copy machines, laptops, printers, scanners and smartphones. Qualifications for Success
Qualified candidates should be currently enrolled in a bachelor’s degree or graduate program. Candidates should possess strong computer and research experience and demonstrate skill and competence in writing clearly, communicating effectively and organizing complex assignments. Candidates should be comfortable working in a fast-paced environment while managing competing priorities and deadlines, and possess a high level of professionalism and interpersonal skills necessary to work well with NCSL employees at all levels.
Ability to coordinate and execute efforts as part of a team.
Ability to travel 10-12 times per year on average.
Hours/Pay/Benefits
Hours typically range between 10-25 hours per week during the school year. This intern/externship is unpaid, with a part-time, flexible schedule. Many colleges and universities will give academic credit for internships. It is the student’s responsibility to contact his or her advisor and obtain academic credit within the institution’s guidelines. Interns are not eligible for NCSL benefits but may be eligible for accrued sick leave.
